Skilled Worker in Manitoba Stream

The Skilled Workers in Manitoba (SWM) pathway nominates applicants who have a strong connection to our province through ongoing employment and sufficient skills, education and training, work experience and official language proficiency to make an immediate and ongoing contribution to the Manitoba economy and our community at large

Eligibility

Minimum Requirements:

  • Must be a temporary foreign worker or an international student graduate;
  • Must have a valid Work Permit or Post-Graduation Work Permit;
  • Must have a permanent, full-time job offer from their current Manitoba employer;
  • Must have worked for their current employer for at least six continuous months;
  • Must have all qualifications needed for the position, including training/education and any required licence or certification;
  • Must demonstrate English or French proficiency to fulfil the duties of their job description;
  • Must have a connection to Manitoba through employment that is stronger than ties they may have to another province in Canada;
  • Must have the intention and ability to live, work and establish their work and family life in Manitoba as a permanent resident and demonstrate this in a Settlement Plan;
  • Must have enough money (CAD $10,000 for the main applicant and CAD $2,000 for each dependent in the application);
  • Your employer must have a registered commercial business that has been operating for at least three years;
  • Your working conditions must be consistent with Canadians or permanent residents.

How to apply:

  • Create an Expression of Interest (EOI) profile.
  • The highest-scoring qualified candidates with a connection to Manitoba will be issued a Letter of Advice to Apply (LAA), which enables them to submit an MPNP application.
  • Applications are thoroughly assessed by an MPNP officer.
  • Successful applicants are nominated by the MPNP.
  • Within 180 days from the date of nomination, make a separate application to the Government of Canada for permanent resident visas for you and your family.

Skilled Workers Overseas

The Skilled Workers Overseas (SWO) pathway nominates applicants who demonstrate an established connection to Manitoba through:

·       the support of family members or friends;

·       through previous education or work experience in the province; or

·       through an Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative.

 

Eligibility

Minimum Requirements:

  • Must have a score of at least 60 out of 100 on the points assessment grid;
  • Must have a connection to Manitoba through the support of friends or family living in the province, previous work experience or education in the province, or be invited to apply by the MPNP. There are additional requirements depending on the type of connection you have;
  • Must have at least six months of experience in an In-Demand occupation;
  • Must submit a complete Career Plan;
  • Must be at least 18 years old.
  • Have at least CLB 4 in English (or NCLC 4 in French).

How to apply:

  • You must first submit an Expression of Interest (EOI). This means you have to complete a series of questions online. Based on the answers you give; you’ll receive a score.
  • The highest scoring candidates may then be invited to submit an MPNP application.
  • If successful, you will receive a provincial nomination from Manitoba. You can then use this nomination to make another application directly to the Canadian federal government for permanent residency visas for you and your family. If you are an Express Entry candidate, you can do this through the Express Entry system

Career Employment Pathway

The Career Employment Pathway provides faster nomination pathways for post-secondary students who graduate and find long-term employment in Manitoba in an in-demand occupation consistent with their training. If you meet these conditions, you will be eligible to apply to the MPNP immediately after graduating and obtaining the job offer.

Education

You must have graduated in the past 3 years from a designated post-secondary institution in Manitoba (minimum one year, two semesters, full-time coursework).

Official Languages Proficiency

Minimum CLB/NCLC 7 (or equivalent)

Current Employment in Manitoba*

You must have a full-time job offer from an eligible Manitoba employer, with a minimum 1-year contract on Manitoba’s published In-Demand Occupations List that is consistent with your completed program of studies in Manitoba.

You must be working full-time in Manitoba with a valid work permit at the time your application is assessed.

Note: The MPNP may impose program or occupation-specific limits. Manitoba degree-program graduates qualify provided they have a job offer in any TEER 0, 1, 2, or 3 (previously NOC 0, A, or B) on the In-Demand Occupations List.

Settlement Funds

You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

OR

You must be employed in a full-time, long-term position in Manitoba.

Adaptability

You must be residing in Manitoba at the time of application.

You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

Graduate Internship Pathway

Eligibility

Criterion

Minimum Requirement

Education

You must have completed a master or doctoral degree program in Manitoba within the past 3 years.

Official Languages Proficiency

Minimum CLB/NCLC 7 (or equivalent)

Internship in Manitoba

You must have completed a Mitacs Elevate or Accelerate (including Accelerate Entrepreneur) internship with an eligible industry and research enterprise in Manitoba.

Employment in Manitoba

You are not required to have a job offer at the time of application.

Settlement Funds

You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a six-month period.

OR

You must be employed in a full-time, long-term position in Manitoba.

Adaptability

You must be residing in Manitoba at the time of application.

You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

How to apply:

This process applies to the pathways under the Skilled Workers Stream and the International Education Stream, except for the International Student Entrepreneur Pilot. The pathways under the Business Investor Stream have a different, separate process that do not use the MPNP Online portal.

International Student Entrepreneur Pilot

The International Student Entrepreneur Pilot (ISEP) provides up to 20 (per calendar year) international students who have graduated in Manitoba the opportunity to pursue entrepreneurship rather than employment. Once the applicant meets the conditions of their Business Performance Agreement, they are nominated for permanent residence.

Interested candidates should email MPNP-BusinessStream@gov.mb.ca to register for an information session. Attending an information session is required before you submit any forms to the MPNP.

Eligibility

Minimum Requirement

Business Experience

A business plan is required as part of your application to MPNP.

You must operate the business as a senior manager on a daily basis from the place of business in Manitoba for at least 6 months prior to nomination while on a valid temporary work permit, consistent with the requirements of your Business Performance Agreement (BPA).

Business equity ownership of at least 51%.

Official Languages Proficiency

Minimum CLB/NCLC 7

Education

Complete a full-time post-secondary program in Manitoba that is at least 2 years in duration (distance learning or compressed academic programs are not eligible).

Studies and/or work/business experience outside of Canada will be considered as beneficial but not are not an eligibility requirement.

Age

21 to 35

Adaptability

You must:

§  Have a valid open work permit or post-graduation work permit (PGWP) at the time of application;

§  Have continuously resided in MB since graduation; and

§  Show intent to continue to reside in MB after nomination.

Net Worth/Settlement Funds

A deposit is not required.

Minimum net worth is not an eligibility criterion; however, net worth/ source of funds will be considered for the purpose of evaluating the potential for you to successfully execute on your business plan.

You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for independent financial resources for a twelve-month period.

Your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your LAA.

Business Performance Agreement

After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you an approval-in-principle letter to implement your business plan.

How to apply:

Step 1: Self-assessment

  • Conduct an objective self-assessment and determine if you meet the minimum criteria of the International Student Entrepreneur Pilot.
  • Complete an Interest Guideline Form.

Step 2: Explore Manitoba and research your Business Concept

  • Explore Manitoba’s business environment and research your proposed business.
  • Attend a mandatory ISEP information session at the MPNP. To register for an information session, please send an email to MPNP-BusinessStream@gov.mb.ca.
  • Complete a Business Concept Form.

Step 3: Submit your Self-assessment and Business Concept forms to the MPNP

  • Once you have completed your research of Manitoba’s business environment and attended a mandatory ISEP information session, you can submit your forms by email to MPNP-BusinessStream@gov.mb.ca. The following forms are required:
    • Your Business Concept Form;
    • Your Interest Guideline Form; and
    • Code of Conduct for Immigration Representatives, if applicable.
  • A response will be emailed to you. If you do not meet the minimum ISEP criteria requirements, your business concept will not be reviewed. Please note that submitting an Interest Guideline and Business Concept form is not an application to the MPNP.

Step 4: Submit your full application to the MPNP

  • If you have received a Letter of Advice to Apply (LAA) to the ISEP, you must submit your completed application to the MPNP within the time period outlined in the LAA. The LAA will include detailed instructions for your application submission.
  • Please note that the MPNP reserves the right to request verification of your net worth and financial information by a Manitoba designated third-party service provider. Your LAA will indicate if the MPNP requires you to submit your net worth and financial information for verification.
  • Electronic submission (email) of all provincial and federal forms is required. Paper copies of these forms will not be accepted.
  • Paper copies (hard copies) of supporting documents can be submitted by mail or in person.
  • All documents listed in the Instructions and Document Checklist and your net worth verification report (if required) must be submitted, and your application fee of $2,500 must be paid at the time of submitting your application to the MPNP.

Step 5: Application assessment

  • Your complete application will be assessed by the MPNP. The assessment process will include an in-person interview with the MPNP.
  • If your application meets all of the requirements of the MPNP, the Program will email you an approval letter.
  • You must sign an ISEP-Business Performance Agreement (BPA) prior to the MPNP approving your application in principle so you can pursue your business plan.

Step 6: Operate your business in Manitoba

  • Implement your business plan and operate your business in Manitoba. MPNP Officers can assist you with information and feedback.

Step 7: Receive your MPNP nomination

Manitoba Entrepreneur Pathway

Eligibility

Criterion

Minimum Requirement

Business Experience

Minimum of three years of full time work experience in the past five years either as an active business owner or working in a senior management role of a successful business.

Business owners are given higher points in comparison to senior managers.

Business owners must have at least 33 1/3% ownership to qualify for points.

Official Languages Proficiency

Minimum CLB/NCLC 5

Education

Minimum Canadian high school certificate equivalent

Age

No minimum or maximum age; however, ranking points are allocated to candidates 25 to 49 years of age.

Business Investment

Minimum investment is $250,000 CAD for businesses situated in the Winnipeg Metropolitan Region.

Minimum investment is $150,000 CAD if a business is situated outside of the Winnipeg Metropolitan Region.

Business Investment must be made in an eligible business as defined by the MPNP.

The proposed business must create or maintain at least one job for a Canadian Citizen or a Permanent Resident in Manitoba (excluding owners of the business and/or their close relatives).

Business Research Visit

A Business Plan is required and is an integral part of the application.

A business research visit allows the applicant to conduct extensive research of their future business investment or proposal. The Business Research Visit must be conducted no more than one year prior to the submission of your EOI.

Adaptability

Points will be allocated to you if:

Your spouse has CLB/NCLC 5 or higher;

You or your spouse have CLB/NCLC 5 or higher in the Second Official Language;

You or your spouse or common-law partner have a close relative currently residing in Manitoba for more than one year;

Your child is enrolled in an accredited Manitoba educational institution and is actively pursuing academic, professional or vocational training on a full-time basis for at least six months prior to the date of submission of EOI; and/or

You or your accompanying spouse or common-law partner have completed a program of full-time study for at least one year at a post-secondary institution in Manitoba. You or your accompanying spouse or common-law partner must have done this after you turned 17 years old and with a valid study permit;

OR

You or your accompanying spouse or common-law partner have completed at least six months of continuous full time employment in Manitoba. A letter of reference from the employer and a copy of the work permit must be provided.

Net Worth

Minimum of $500,000 CAD

Your personal net worth will be verified by a third-party supplier approved by the MPNP. A verification report, along with the application, must be submitted to the MPNP within 120 days of receiving your LAA.

Business Performance Agreement

After an application is approved, a Business Performance Agreement (BPA) must be signed prior to the MPNP issuing you a letter of support for applying for a work permit.

How to apply:

These steps briefly show the process for applying to the Entrepreneur Pathway.

Progress report

You are required to submit the following Progress Reports to the MPNP:

  • First Progress Report: within six (6) months of the Date of Arrival; and
  • Final Progress Report: no later than 20 months after the Date of Arrival

Note: Please be advised that you should have been operating your business for no less than six (6) months immediately prior to submitting the Final Progress Report to the MPNP.

Farm Investor Pathway

Eligibility

Criterion

Minimum Requirement

Farm Business Experience

Minimum of three years farm ownership and operation experience supported by verifiable documents.

Official Languages Proficiency

The Farm Investor Pathway (FIP) recognizes language capabilities in either of Canada’s two official languages are an important adaptability skill that will accelerate your ability to become economically established in rural Manitoba.

If you are invited to attend a FIP interview, you will be required to conduct the interview in either French or English.

Farm Business Investment

At least $300,000 CAD. You are expected to establish a farming business in rural Manitoba.

Farm business investments must be in eligible tangible assets as defined by the MPNP.

A farm business plan is required and is an integral part of the application.

Investments into a farm business operated primarily for the purposes of deriving passive investment income or speculative purposes are not eligible.

Farm Business Research Visit

You must conduct a Farm Business Research Visit to Manitoba.

Farm Business Activities

A farm business entity should have ongoing and recurring business activities in rural Manitoba.

You are required to live on the farm and actively participate in the management of the farm business on an ongoing basis from within Manitoba.

The farm business must be in active primary agriculture production and economically viable.

The MPNP requires you to conduct value-added farm business activities in Manitoba. Purely speculative activities or the use of third-party farm managers are not eligible under the MPNP.

Economic Establishment Adaptability

You must demonstrate adaptability, specifically relating to practical farming skills, technical knowledge and experience in technological based farming practices that will transfer directly to Manitoba’s current primary farm production industry.

Net Worth

At least $500,000 CAD

The MPNP may request for verification of your net worth and financial information by a designated third-party service provider.

If requested, the verification report, along with your application, must be submitted to the MPNP within 120 days of receiving your Invitation to Apply.
